Report: Fall from collapsing structure or equipment 26 to 30 feet at Brother's Painting Inc. in Houston, Texas

An employee climbed onto a pump-jack
scaffold to finish some caulking work (26 feet above ground) on an apartment building. After finishing the area where he was caulking, he attempted to climb down from the pump-jack scaffold by placing his feet on the top safety rail of a third floor balcony guardrail. The safety guard rails were two temporary balcony guardrails made up of 2 X 4’s placed across the balcony’s edge. The top safety rail collapsed, and the employee fell to the ground between the pump-jack scaffold and patio area.
