An employee was ascending a portable ladder attached to a telephone pole in order to replace a coaxial cable known as a “cable drop.” The ladder was resting against the telephone pole and was connected to the base with a ladder strap. While climbing, the employee fell approximately 16 feet from the ladder to the ground and sustained multiple fractures to the lower limbs.
