Two employees were operating remote-controlled guillotine concrete breakers. The breakers have steel plates that come down and break the roadway concrete for removal. The injured employee’s breaker was not operating and he got between the two units. When the second unit moved, the injured employee was pinned between the two breaker units resulting in a fractured left fibula.
